The need for this change was brought to the congressman’s attention in a briefing with national security experts.

"This bill will exacerbate our out-of-control spending," said Congressman Andy Biggs. "At a time when the national debt has surpassed $30 trillion, Congress cannot continue this cycle of reckless spending. This bill will dramatically increase the deficit, leaving a massive bill for our children to pay.
