House Republicans will force a vote to formally condemn Rep. Adam Schiff when they return from recess, their most aggressive offensive yet as the GOP fumbles for a strategy to beat back impeachment efforts.

The largely symbolic move, which won't get approved by the Democrat-controlled House, is backed by the House's highest-ranking Republicans and some of President Donald Trump's close allies on Capitol Hill: House Minority Leader Kevin McCarthy (R-Calif.) and House Minority Whip Steve Scalise (R-La.).

Speaker Nancy Pelosi, Chairman Adam Schiff, and Democrat leaders in Congress are trying to remove President Trump through a series of closed-door hearings. They are ignoring longstanding precedent by preventing the public from scrutinizing the evidence and evaluating their witnesses.

Presumably they will ignore precedent and prevent the President's counsel from representing the President, while preventing Republicans from calling witnesses.

House Minority Leader Kevin McCarthy said Wednesday he has signed a resolution to censure House Intelligence Committee Chairman Adam B. Schiff.

"Chairman Adam Schiff has been lying to the American people for years. Now he is so desperate to damage the president he literally made up a false version of a phone call," Mr. McCarthy, a California Republican, said in a tweet.

House Minority Leader Kevin McCarthy, R-Calif., added his name to a resolution Wednesday that would censure House Intelligence Committee Chairman Adam Schiff for reading a "parody" version of President Trump's phone call with Ukrainian President Volodymyr Zelensky during a hearing last week.

The conservative House Freedom Caucus is officially running under new leadership. Representative Andy Biggs took over as chairman of the caucus on Tuesday.

Biggs is the third lawmaker to fill the position since it was first established in 2015, following in the footsteps of Representative Jim Jordan and Representative Mark Meadows. President Trump praised the committee's decision to elect Biggs and congratulated the new chairman on Twitter.

Biggs is now the third chairman to ever lead the caucus, which has close ties to Trump but has lost much of its influence in the minority.
